Biography

Gene Ruelle, ASA has been serving the antiques community since 1982 with quality antique furniture restoration and personal property appraisals under the business name of Ruelle’s.
Ruelle’s is located at 526 S. Broadway in Tyler, Texas; just north of Houston street on the East side of Broadway. Antique restoration and certified appraisals is the focus of their business. Gene Ruelle has been able to study antique furniture first hand with his hands on approach to furniture conservation. In over the past three decades Gene has appraised personal property and also restored, repaired and conserved antique furniture from the 1700’s to the more modern day furniture of the 20th Century.
Ruelle’s first offered estate liquidation in 1987. Estate liquidation consists of inspecting and researching the values of personal property and offering for sale in the appropriate market place. Gene has liquidated estates with gross sales from $25,000.00 to over $300,000.00. Gene presently concentrates his services on appraising personal property and restoring antique furniture.
In May of 1995, Gene Ruelle was tested and passed the methodology and procedures of the valuation sciences by the American Society of Appraisers (ASA). He was also tested and passed the examination in his specialty, antique furniture. He was awarded the highest professional designation of Accredited Senior Appraiser (ASA) with the American Society of Appraisers. The American Society of Appraisers has a mandatory reaccreditation requirement and Mr. Ruelle is in compliance with this requirement. He held the position of 2nd Vice President of the ASA Dallas/Forth Worth Chapter of the ASA in 2007 and currently serves as chapter secretary. As well, he was accredited by the Appraisers National Association and held their highest designation of Accredited Appraiser from 1995-2006. He has passed the theory and methodology exam offered by the Appraisers Association of America in 2007.
Gene Ruelle participates in continuing education in his field by attending and passing the 15-hour course in USPAP, the Uniform Standards of Professional Appraisal Practice (USPAP). These are the generally accepted standards for professional appraisal practice in North America. USPAP contains standards for all types of appraisal services. Standards are included for real estate, personal property, business and mass appraisal promulgated by the Appraisal Foundation which is authorized by Congress as the source of Appraisal Standards and Appraiser Qualifications. He is currently 2007 USPAP certified. He attends seminars, lectures and class room programs related to the appraising of personal property and the study of antique furniture and decorative arts.
He has testified in court as an expert witness on numerous occasions. Testimony was focused on the diminished value approach, questionable valuations on personal property and the purpose of a hypothetical appraisal and its application.
He has evaluated estates for equitable division for probate and divorce proceedings. He has authenticated period furniture for local museums and has a proprietary inventory system for documentation and valuation purposes. He has worked closely with insurance companies, attorneys and individuals in bridging the interests of all parties. He has been successful with attorneys, executors, heirs and assigns in establishing the fair market value or replacement value of personal property.
He has been a guest instructor at Tyler Junior College, his courses encompassed antique restoration, the preparation of documentation when dealing with an appreciable estate for equitable distribution and the theory and methodology aspects of personal property appraising.
